Message from the Managing Director
It is an honour and a privilege to extend my greetings to all the stakeholders, business associates, customers, employees and visitors to this page.
At the outset, I would like to express my gratitude to you all for unwavering faith that has paved the way for me to lead this esteemed organisation
As we embark onto 2025-26 filled with enthusiasm and opportunities, I take this opportunity to share a few noteworthy updates with you, reflecting the collective efforts and achievements of the entire PRCL family and its Associates.......
PRCL emerged as the first PPP model in Rail infrastructure and successfully commissioned the 270 km broad gauge rail connectivity in 2003 between Surendranagar and Pipavav Port. Subsequently, the line was electrified with high rise OHE in 2020 so as to provide seamless connectivity to the Dedicated Freight Corridor with Double Stack Container movement. This has also contributed in saving the carbon emissions. PRCL has grown from strength to strength and stands today as an exemplary model of PPP in rail infrastructure. It is also a debt free and profitable company, a testament to our dedication and the unparalleled support from our cherished customers and Business associates. The Company also earned the rare appreciation of Ideal SPV Model of ‘Ministry of Railways’ by C&AG in the year 2020.
PRCL’s business stream not only encompasses carriage of Container and Bulk traffic from the Gujarat Pipavav Port but also operation of 3 Goods sheds at Rajula Junction, Pipavav station and Liliyamota. The goods sheds on PRCL section are handling Fertilizers, Foodgrains, Furnace Oil, Cement & Fly Ash. The port handles both inward and outward traffic of Containers (including Double stack), Fertilizer, LPG, Auto etc., imported coal traffic was also handled in the past.
PRCL has also ventured into the Container Train Operation business under Category III CTO licence. We are operating container rakes from Pipavav & Mundra Ports to Northern hinterland transporting both EXIM and Domestic traffic with Maersk and other business partners.
The year 2024-25 has marked the maturation of our new initiatives, both on the domestic and EXIM fronts. Overall, during 2024-25, Indian Railways and GPPL, PRCL has carried a total of 8.38MT of traffic comprising of Containers 5.20MT and Bulk 3.18 MT and along with its CTO business has generated a total revenue of Rs. 356.28 Cr with record net earnings (before tax) of the Company Rs 61 Cr. For this remarkable performance, on behalf of PRCL, I would like to express my heartfelt gratitude towards our two primary stakeholders – Indian Railways and GPPL for their constant support and encouragement.
Apart from contributing through capacity building and systemic improvements, PRCL is also alive towards the social responsibility and as part of its Corporate Social Responsibility initiatives has been proactive in building dams, education programmes, ponds, bio-toilets, solar lights, overhead water tanks, community center etc. for upliftment of the society in the villages along with SPV line.
In addition to CSR, Company is also making efforts towards wild-life preservation by constructing passageways, erecting fencing, cleaning of bushes and taking precautions while operating trains on the section to preserve and protect the Asiatic Lions in the area.
In the face of current challenging global geopolitical environment, India shines as a beacon of promise, with a robust government driving the nation towards a 5 trillion-dollar economy and the coming year 2025-26 presents its fair share of challenges as also opportunities. Our unwavering commitment towards highest standards of customer service with continuous innovation guided by the ever dynamic and evolving business scenario has fortified our position in the market. Apart from expanding its regular streams of Container and Bulk traffic, PRCL, with its rich experience of PPP in Rail Infrastructure, Port connectivity, Rail Sidings, Supply chain and Logistics is well equipped to look for Consultancy services in these areas.

About PRCL
An overview of Pipavav Railway Corporation Limited and its strategic partnership in rail infrastructure development.
Genesis
In 1992, on Sea King Infrastructure Ltd's initiatives in the development of ports a Memorandum of Understanding was signed with the Gujarat Maritime Board and Government of Gujarat, to form Gujarat Pipavav Port Ltd (GPPL). The Port of Pipavav was developed as the first private port in India with world-class facilities, like mechanized cargo handling and day-and-night navigation system. It came into being as a deep-draught all weather port in the Amreli district of Gujarat, India. To create a Special Purpose Vehicle (SPV), Pipavav Railway Corporation limited (PRCL) was set up in May 2000 under Companies Act, 1956, as a Joint Venture Company with Indian Railways and Gujarat Pipavav Port limited (GPPL) under a Shareholder's Agreement having 50% equity participation of each party. PRCL is the unique example of Public-Private Participation (PPP) in the development of infrastructure. The SPV was assigned the task of conversion of meter gauge line between Surendranagar and Rajula City to broad gauge and its further extension to Pipavav Port. The company is also entrusted the task of managing all operations and commercial functions in connection with the carriage of freight traffic on the 271 km PIPAVAV RAILWAY connecting port of Pipavav. Having special approval of the Cabinet Committee on Economic Affairs to undertake construction, operations & maintenance of the broad gauge railway system, PRCL is entitled to the rights, obligations and duties of a Railway Administration.
Formation
PRCL is a Joint Venture of Ministry of Railways and Gujarat Pipavav Port Limited, each having contributed fifty percent equity capital through a shareholder's agreement. The Company enjoys the strong commitments from its key shareholders viz : Gujarat Pipavav Port Limited for guaranteed cargo throughput and Ministry of Railways for guaranteed supply of rolling stock and evacuation of the cargo. MINISTRY OF RAILWAYS : Indian Railway, being the biggest employer for having more than 15 million work force has strong rail network of more than 63,000 route kilometers, connecting through more than 6800 stations Indian Railways have a dedicated fleet of more than 7500 locomotives, more than 37000 passenger vehicles and more than 222000 freight wagons. Indian Railways are carrying more than 13 million originating passengers in addition to lifting more than 1.4 million ton freight traffic per day. Indian Railways has taken up a number of projects for providing rail connectivity to various ports and has asked for private participation in this regard. GUJARAT PIPAVAV PORT LIMITED (GPPL): GPPL is a Multinational Company, which has set up the first private sector Port in the Saurashtra Region at Pipavav. The Port of Pipavav is deep drought, all-weather Port having 725 meters long cargo berth designed to cater to large vessels, having day and night navigation facilities, world class multi-purpose cargo handling equipments and adequate ware-housing facilities. Main shareholders of GPPL are Maersk Sealand. It will be a major hub port in the region. During the first 10 years of operation, very high volumes of container traffic will generate at the Port requiring fast and efficient rail transportation to and from the Ports' hinterland. The strength of the Port and its ability to attract cargo will provide the growth potential for PRCL.

Container Traffic
It comprises of evacuating and influxing EXIM and domestic container traffic through PRCL railway section.
Bulk Traffic
It comprises fertilizer, LPG and Furnace oil. In the year 2024-2025, the Company has carried 3.18 MT Bulk Traffic (Port) on its section.
Goods Terminals / Shed
The Company has 3 goods sheds at Pipavav, Rajula and Liliya Mota handling traffic like foodgrain, furnace oil, fertilizer, fly-ash and cement, with capacity to handle 15-20 rakes/month each.
Container Train Operation Business
Company is a registered Container Train Operator of Railways, operating its own container rakes for EXIM and domestic traffic from Pipavav & Mundra ports to Northern Hinterland and back.
